You do realize that the President (and the Executive Branch in general) has virtually no real power within the borders of the US right?  Conspiracy theories have been around since before Henry VIII and guess what ?  We are still here.

Hey Doc,  do you think the PD there could get away with harassing people with firearms?  I don't think it likely, not just because too many people are going to be watching, but because I don't think most cops are into harassing people over bulls#@t.

I suspect that the District lawyers (its a Dirstrict not a city ) have laid it out for the PD and what they must do, must not do and the grey areas.

Generally after a sweeping decision like this smart people tend to watch and see what happens.  I'm sure some nutjob thinks its OK to carry concealed not because of the decision.  We should see him in the news soon enough.

The po po don't decide what the law means, they just bust people.  The courts will take it form there, but who knows where they will take it?
