One very interesting approach I had heard to this problem, was an airsoft community that allowed minors to begin play at the age of 16.. However, they were required to play/act as insurgents at all of the forums functions, the ones that showed potential were allowed to join some sort of "Elite" insurgent force that acted with the normal insurgents, or as insurgent commanders, ect. When these guys got to age 18, they were allowed to "move up" and could play on the counter terrorist/us/whatever side, or to remain on the insurgents team. Some of the oldest guys there routinely played insurgent so as to help train the younger guys. Of course, the tossfucks or pretenders were all weeded out quickly, or stuck as tossfuck insurgents. The insurgents that formed teams and worked tactically survived longer, and did better, hence the true airsofters. I use/have used a similar system on a smaller scale in my own "airsoft" area, around Maricopa, and I found it to work quite well.
