Thats only if you go through special forces training. Being a regular joe or a ranger, you'll be lucky if you are an E-3, maybe an E-4, depends on some things.

shooting Hawkeye everytime won't hurt your chances of pulling DM either... but if its the same Army you gotta be liked by the Spec 4 Mafia, your SL, PL, and prolly some other people to get "what you want."
