M16 Rail Scope Mount

Where can I get a cheap Scope mount for the rail on my CA M15A4?

Depends, where do you want the scope? There are top rails that go on the carry handle, a RIS for the forgrip, or, simply try removing your carry handle, and attaching the scope there, I believe it should just unscrew and come off.

Im taking about a mount that goes on the rail under the handle with iron sights

They also have a mount that puts the optic in front of your carry handle, allowing you to "co-witness" your iron sights and your red dot. Its called a gooseneck. I've got one for sale, if you are interested.
