Any Tempe PD here?

I've got an airsofter friend from New Hampshire (current LEO up there) who's been thinking about moving down here for some time.  He's been sworn in for 2 years, been full time for 15mos, and had about 7mos of solo time.  He's looking to move down here and his goal is he would like to get in the Tempe PD mounted division.  From what he's heard, he would need about 2 years in patrol before being able to go to a specialized division.  

He's looking for any tips/advice/recommendations he can get, so I told him I would ask around.  Does the above info sound about right?

If he is going on the job in a non-mounted role there are other mounted options in a volunteer capacity.

For OPSEC and PERSEC I won't go into details but have him PM me and we can offline about it.
