Well, a structure is the easy part, you could make a steel conduit dome pretty cheap, or throw up a simple wood structure, etc.

Water was a biggie tho, I kept looking for a place out in the boonies with a well on it, so you could flood all the greenery you wanted to.

I have been tossing around the idea of an indoor arena, then you don't have to worry about weather, but outdoor would definately work well too.
