I believe the real (hypothetical?) question was: what is the corect method of cuffing a pw. Since no one has done anything but bitched about why you shouldn't or offered any insight to the prospect of doing so, and the ramifications of said action - I offer:
the correct method is:
Subject on knees, crossed legs
interlock fingers on top of head
use weak hand (so if you are a right hander use your left) to place subjects leftie in wrist lock, and apply cuff, lock side away from fingers, in a firm but not hurting way. use cuff to bring subjests hand around - palm out towards you to the small of his/her back. Holding weak hand with cuff attached bring subjects right hand to the small of his back, and attach remaining cuff, again lock away from finger/hand side, and palm out.
this was the way I did it, and was taught by an MP/Kansas state trooper
AND a glendale PD instructor in an EP class at GCC.
for those who resisted me, and there were a few - it ended up with my knee in thier back and them getting an arm bar. and if you ever have to cuff 2 at a time ( I caught a pair of taggers and only had one set) cuff them right hand to right hand. then have them sit side by side until PD arrives to laugh... er I mean recuff both.
the ramifications of cuffing someone is very delicate. You have to A. see them commit a misdemeanor or a felony, stop them using equal force (another thing entirely.) and inform them that you are placing them under citizens arrest. If they are combative - then you may restrain them with cuffs. Not until then. meanwhile you have to call the authorities and inform them that you have the subject under citizens arrest, and whether you have them restrained or not. You can not move them more than 50 - 100 feet from the original location you have "arrested " them unless in not doing so, it puts you in an unsafe situation, otherwise it constitutes kidnapping.
