After checking with my source again you are correct.  The HK416 upper recievers were ordered by the Army's Special Forces detachment in Okinawa.

Everyone always blames the military for picking sub-standard weapons, but have you considered all of the governmental input involved.  Hell its only been in the last several days that congress agreed to continue funding the war in Iraq.  Kind of hard to buy new weapons, and equipment when the government is holding a pissing contest over who's got control of the purse strings.
