I don't know much about this, but I would assume that it also depends what format it is in (windows media player, realplayer, quicktime, etc.).  But thats all I can help with.

What is the size of the video file?  You will need to find a webhoasting or a server to hoast it for you, you would want to get it shrunk down to a small size so it is easy to download.

Yes, cox has free web space. Go to http://usercenter.cox.net/rsuite/sdcuser/default.jsp
and click on the one "activate personal web space" link to activate it. It uses your email accout and password to get access.
You can also click on the "about personal web space" link to learn about the bandwidth you have avalible.
