Now I have a 5 foot target running across my line of site and HMMM I seem to not hit the target 8 out of ten times So with that in mind you need to carry more ammo

What were those guy's jobs. Ressupply, C&C or others "in the rear with the gear"? I guess I should have clarified: all the front line infantry is what I'm talking about.
Talk to your buddy, and ask him what most of his missions are like. More than likely, I'll bet he'll tell you they are surveillance/intelligence gathering or surgical strikes. Last time I checked, Rangers are not equipped for multi-day sustained firefights in which the goal is to push through the enemy (don't get me wrong, I know they can do it if need be).
As far as the can, not sure exactly what you're getting at, but try shooting it while its shooting back, not falling/running at a predictable speed or vector, and your whole body is jammed in a position that makes you as small as a target as possible.
Regardless, you can play your games however you like, and, more than likely, I'll still try to come. Just saying that ammo load out has very little to do with milsim. Now you could always write a scenario with X forces running low on supplies and ammo with a resupply truck on the way . . .
