i thought the shrouded tail rotor design was dated... one the the reasons they cancelled the RAH-66 (that and large use of UAVs). the Fennestron system is safer and quieter then traditional tail rotor designs, however  NOTAR I'm told it more silent and efficent. In the case of the Eurocopter 130 and the Eurocopter/AEROSPATIALE Dauphin (Dolphin) (both fennestron designs), I believe the tail rotar is still shaft driven.

How does it divert the power thought? from vertical to horizontal. Not sure if I worded that right but get what I mean?

Tail rotors in general? Fenestron tail rotors function the same as traditional tail rotors. only that they are housed inside a shroud and have more fan blades. NOTAR is the same as the other above listed two as in the sense they both use torque effect (spinning motion of the main rotors) to produce yaw. Different rotor configurations use different methods for yaw control, some interesting... like the CH-47, it tilts the two tandum rotors opposite of each other, turning the body of the Helo.
